Haiti - FLASH : The Government extends the state of emergency for one month 08/03/2024 09:12:22 The Government published Thursday March 7 in the Journal le Moniteur, special issue #7 a decree which extends the state of emergency throughout the West department for a period of one month, starting Thursday March 7 to Wednesday April 3rd, 2024, and in order to restore order and take appropriate measures to regain control of the situation, decree a curfew throughout this territory between 6:00 p.m. and 5:00 a.m. on Thursday 7 , Friday 8, Saturday 9 and Sunday March 10, 2024 and 8:00 p.m. to 5:00 a.m. Text of the Order : "[...] Given the Constitution of the Republic Considering the Political Agreement for Peaceful and Effective Governance of the Interim Period of September 10, 11, 12, 13 and 14, 2021 published in the Official Journal Le Moniteur, Special No. 46 of Friday September 17, 2021 THE COUNCIL OF MINISTERS Considering the National Consensus for an Inclusive Transition and Transparent Elections of December 21, 2022 published in the Official Journal Le Monde, Special No. 1 of January 3rd, 2021; Considering the Decree of March 15, 2021 revising the Law of April 15, 2010 amending that of September 9, 2008 on the state of emergency; Considering that illegally armed individuals, joining together in armed gangs, commit criminal and terrorist acts, in particular assassinations of peaceful citizens, violence against women and children. occupy parts of the territory, cause massive population displacements, prevent the free movement of people, seize people for ransom, openly declaring it, and pillage public and private property; Considering that the seriousness of the attacks perpetrated, on the night of March 2nd to 3rd, 2024, by armed gangs against the two largest prison centers in the country, namely in the Capital and at Croix-des-Bouquets, caused numerous deaths and injuries serious in the ranks of the Police and prison staff, and caused, unfortunately, the escape of dangerous prisoners and the vandalization of these places; Considering that these terrorist actions against public and private hospitals, Toussaint Louverture International Airport, Guy Malary Airport and several Police Stations and Sub-Police Stations, on March 4th, 5 and 6, 2024, endanger the republican order and national security; Considering that the criminal actions of these armed bands, followed by the threat of civil war and genocide, by their scale and their ignominy, are highly dangerous for the existence and survival of the Nation; Considering that, to put an end to this security deterioration, it is urgent to decree a major mobilization of the resources and institutional means of the State, to dismantle them, by adopting drastic and exceptional measures; Considering that it is the duty of the State to protect, in all circumstances, people and property and to ensure the general well-being of the population; Considering that to this end, it is necessary for the Council of Ministers to take all measures capable of restoring public order, social peace and security; On the report of the Acting Minister of Justice and Public Security, the Acting Minister of the Interior and Territorial Communities and the Minister of Defense; And after deliberation.
